A question:

Why did LBJ help water down the '57 Civil Rights Act, only to help push through and sign the '64 Civil Rights Act?

If Johnson was anything he was a pragmatist, he knew the '57 bill couldn't get through congress in the original form. By 1964 he had the political will and coattails of a recently murdered president to get him through.

He also clearly softened his personal stance, while I doubt it was very extreme also.
