Reagan, who had lower approvals than Obama at the corresponding time, blamed Carter beyond the midterms that Democrats won.  In any case, now that the GOP took the House, the public even without obama's prompting will include them in their frustration for the coming gridlock.  In fact, Obama still polls more popular than the GOP.
