Are they polling the special election?

Since the the names on the ballot are the same, polls assume that voters will cast the same vote in both elections. It is entirely possible that they are different if voters only vote in the first race (for the full term).

Giannoulias is between 40% and 41% in every single latest poll (Rasmussen, Fox, PPP, Tribune, Mason-Dixon). At the same time Kirk is either at 43% or 44% in those polls. I don't think I've ever seen this kind of consistency in polling.
