n/a (there was such a thing as the Umlandverband Frankfurt, but though it actually had a directly elected council unlike its modern successor body, it had no real leader and just as little real power as the modern version. Which also has saner boundaries.)

Reelected in 1998, retired in 2003. Since then, he is in the Montreal area and appears in the local media to complain about the current City Council of Val-d'Or. I met him in a restaurant a few years ago.
The head of your county / metro city council (if exists): I don't know, but Pelletier was the vice-prefect. So, the prefect was the mayor of some rural town in the area.
