19: Marijuana legalization!

Also, less importantly:

20: Authorizes redistricting commission to draw congressional boundaries
21: Vehicle license fee increase for state park funding
22: Prevents state gov't from taking funds from local gov'ts
23: Suspends anti-global warming legislation
24: Repeals some tax breaks on businesses
25: Allows state budgets to be passed by simple majority (currently requires 2/3)
26: Requires 2/3 majority of voters on some tax increases
27: Eliminates the same commission that Prop 20 is trying to give more powers to

I was rather surprised to find out that there are three proposed constitutional amendments on the ballot in Virginia this year, as I hadn't heard anything about them. They're pretty boring, though -- two involve exemptions to real estate tax, while the third deals with increasing the size of the state's rainy day fund.

Actually I think I conflated the two parts of the measure in that summary. It's more that it would require 2/3 of the legislature for some taxes currently designated as "fees," and would require voter approval for some local "fees."
