What if the Conservatives had sustained the poll bounce they got from the fuel protests in 2000 and won in 2001? How would they have handled the War on Terror?

I presume Hague would have been PM. In any case they would have followed the same path as Tony Blair would have at least on Afghanistan. On Iraq I have a feeling the response could have been different.
