Not really . .  here in the (west) Bay Area the major highways are the 1, the 101, and the 88

Presumably you mean 880? However, I do wonder if you are from the Bay Area if you prefix road numbers with "the".

But your point is rather different than what I was referring to. The Interstate system was set up so that transcontinental roads would have numbers that are multiples of five.

So I-90, which runs along the southern border of Minnesota, is "major", but I-94 which goes through Mpls./St. Paul is not major?
