The US tested nuclear and other weapons on areas in the West. From what I know, certain civilian towns and localities had to be liquidated in order for weapons testing to take place. Do these towns actually exist and is it true that some people refused to leave?

While I can't speak for what happened in the Western US, the town of Ellenton, South Carolina was liquidated to make way for the Savannah River Plant and the residents largely moved to the town of New Ellenton, South Carolina and took some of their buildings with them.

Some farms in Washington state were taken, with compensation, for a nuclear research center there at the beginning of WWII.

There were numerous towns that were obliterated due to various flood control projects.  Greenwich, MA is one example:  http://en.wikipedia.org/wiki/Greenwich,_Massachusetts

It is of note because it is thought to have helped inspire the title of Lovecraft's "The Dunwich Horror."

It was several dozen farms that were shut down, farmers were paid and moved. The TVA did the same thing in the south.

There was also a small village under Lake Raystown in central PA.  I think there is one along the Conemaugh River in Westmoreland County, PA  as well.
