With Kerry only ahead (looking at CNN, your mileage may vary) by 11,000 votes in WI, can Bush still take it?

It says that 100% of precincts are reporting, so no, I think that every vote has been counted by now.

Depends on if they allow absentee ballots to come in after election day and, if so, how many come in. 

I would bet heavily against it.

In theory, yes.  The GOP generally do better with absentee vottes.  If there was more than 22,000 absentee voters, yes.

So, what's happened with all the talk of overseas votes and provisional ballots dragging on some states? There seem to be a number of close states. Not an issue of Kerry winning, but just wondering if there are enough votes to affect other elections and just know for posterity (and strategy) where the total votes all really lie. So are there any states with mass numbers of provisional, military or overseas ballots to count?

Well, it totally depends how many absentee and provisional ballots are out there.  15,000, I'd say no.  30,000, I'd say wait a few days.
