     You are referring to the Roman Empire, I assume. They spent a great deal on their military, though I doubt they spent on the sheer breadth of entitlement programs that the United States does now. While that could be called a huge profligate government, it was a largely different breed of one & all in all one that would come with fewer complications to the fat-cutting process.

While I find "government size" to be a ridiculous concept, it's obvious that government has far more influence on people's lives now than it did then.
