From the Southeast House of Representatives Amendment, Article III, Section 4:

"4. By petition of three citizens within seven days of the enacting of a Law, that Law may be put to a referendum."

Under this legal right, I'm hereby starting a petition to put the following law up to regional referendum:

This act would be a big change for the region so I can understand that you would want to put it to a referendum. I'll support your petition
