I was wondering what  might cause states to vote along lines of electoral votes and population in a contemporary scenario.
here is a three-way categorization that divides the electoral votes into roughly similar amounts while keeping together states with the same EV
EV 3-9: 158
EV 10-20: 191
EV > 20: 189
