He can wait one round anyway Wink  This a little bit of a strategic vote (though not entirely).  Kagame is the sort who's obscure enough to slip by for a while largely unnoticed (unlike Hu Jintao).  Additionally, Kagame isn't just an incredibly ruthless dictator.  After a peace agreement had been negotiated, Kagame had the plane carrying the presidents of Rwanda and Burundi shot down.  This event helped spark the Hutu genocide against Tutsis in Rwanda.  In fact, it was often used by Rwandan government officials, generals, and members of the Interahamwe militia as a "rationale" for their genocide.  Add to this the fact that Kagame's government is IMHO one of the world's most ruthless dictatorships and you have my reasoning with regard to that vote.
