Not always and I'm guessing that time wasn't the issue here. Methinks that most local authorities would not grant planning permission to this particular monster...

Positive. There is a reason for planning permission and this guy was just trying to be sneaky.

Another thing- Reigate is Green Belt land, so building is restricted anyway.
