Out of 192 million people in the 2000’s VAP, 88 million did not vote.
How many of them (in millions) will vote in 2004?

Well, 9 percent of 2000 voters said they were first timers. Some chunk of that is due to people not being of age before 2000, so I'd say if you're asking about those who have been of age from before 2004 but haven't voted until 2004, it's gonna be a small increase over 2000. So if it was, say... 3% in 2000? Maybe it's 4-5% this time? Hard to think backwards through that...hmm, if it was 3% that's ~3million. So, maybe this time it will be ~5 million? Tough one to track down.
