I think though that section 3 may warrant some further consideration. Random inspections are fine, as, of course, are inspections on foot of abnormal reporting figures, but I suspect a provision like section 3 could lead to under-reporting of the sorts of incidents to be concerned about.

How so?

If they report fewer than average incidents, they can have half as many inspections as may be inspected. We'd be incentivising such under-reporting.

I'd just like it stated that Badger apparently has had some prison reform issues held in private and might contact me about them (or post here, who knows) so I'll give this some time. If nothing comes of it, a final vote will be opened.

I'm of the opinion that this does not go far enough. I believe Atlasia should work to aboilsh Private Prisons entirely over a period of five years.

Alright, first of all I'd like to state that I agree with Swedish that we should ban private prisons, and I also know that Badger privately had some ideas with the bill. So, given that the end of the session always has debate trail off, I'm going to open up a final vote on this now and we can get to further changes if necessary in further legislation next session.

I have nothing against state regulated and inspected private prisons as I said earlier in the debate. They operate in the UK http://www.hmprisonservice.gov.uk/prisoninformation/privateprison/

Plus $7bn for a prison expansion programme? I feel the most expensive option was chosen rather than the most appropriate. It would have cost a pittance to set up an inspection system. And the $7bn was not costed. I was asked to find a way to pay for my housing bill and this bill should be the same.

It also sends out an odd message; saying we need to raise taxes to pay for public housing but can simply add 'housing' for prisoners to out debt slate Tongue

EDIT: On that note I would encourage the President to veto or better still send it back to the Senate with amendment.

I would hope Lief doesn't veto something when business in the Senate is anemic at best.

I'll never quite understand why this body can't do anything in separate bills.

Wow, never let Bacon King act as President again. How could this garbage bill be signed? It needs at least two amendments before it becomes anything more than a nightmare waiting to happen.
