Because he waivered at various points in his career between Rockefeller moderatism and Reagan conservativism. Truth be told I'm not sure 41 ever truly resolved that issue in his own heart and mind, shifting with little grace as the political winds blew. I think that's what led to his rep in popular culture as a wimp.

Which recent Pres has been more "moderate" (whatever you want that to mean)?  One could make a good argument for Clinton and a bad argument for Obama...and maybe one for Ford, but that's it.

Exactly.  He was a mainstream conservative in almost all respects.  But unlike his moron spawn, he was capable of compromising and occasionally looking out for the interests of the country...over against the interests of his peers.
