I'd say Malta due to being much more developed and having an equally beautiful landscape

Madagascar would be cheaper and have more space to roam, and of course the landscape.

Malta is too small, and too pricey, and tourist laden, but it'd be fun to visit for a weekend from Italy or Tunisia.

Madagascar is only an option if we ignore conditions on the ground in our timeline of human history.

If you want to do missionary work and help the poor, Madagascar is a great option. But you need to know how to live in a third world country. I don't have what it takes. Shame because if Madagascar was more developed it would win, and the climate is actually better than Malta in the capital city.
