You can click a button, and states will swap PVIs. Trends will still exist, it's not permanent, but you're starting from a stronger position for those bleeding away (or you can accelerate trends)

All six sets have the same EVs for 2024, and have similar leans (some closer than others). Which trades do you make, if any?
