Who is the best (or least bad) leader out of this mostly sorry bunch of authoritarian dictators and quasi-dictators? And who is the worst one?

Best: Nguyễn Phú Trọng (Vietnam)       
Worst: Min Aung Hlaing (Myanmar) with Hun Sen (Cambodia) a close second

Nguyễn Phú Trọng seems to be the least bad. At least under his leadership his country is rapidly economically developing. Plus not having a military coup in the last decade is a plus.....
