An earlier pandemic with different administration officials seems like the more interesting option. Hillary's response would probably just be boring as hell

Both are very interesting. Both should definitely be done, but Hillary Clinton and COVID-19 Pandemic would overall be more interesting.

COVID-17 would also be interesting its effect on the Trump Presidency for the next four years, global politics, the midterm elections, Trump's possible impeachment trials, and his re-election chances in 2020.
