Governor of Rhode Island, fairly centrist and got (for whatever reason? Not that deep in RI politics...) quite bad approval ratings until Covid-19 happened.

She made some of the most progressive reforms in decades, such as free community college for recent high school graduates, and is the first Democrat elected since either 1990 or 1992.

But as the same time she's still very centrist compared to other Democrats, friendly to Wall Street, as demonstrated by how she jumped to endorse Bloomberg first when he declared for the presidency. (And her pension reform when General Treasurer.)

She's handled COVID-19 very well, RI is one of the few states where it's still declining, and our testing is ten thousand a day. And lots of financial support for Rhode Islanders to help with the virtual shift. She's handled BLM protests just average.

She's unpopular in RI mainly because most "Democrats" are really Republicans (not as much from progressive disapproval). Our Dem party has supported Pro-Trump Democrat challengers in primaries. It's a very WWC, rust-belt, post-industrial decline, bureaucratic, union-machine, and local-politician-dynasties kind of state. The Catholic Church also has a lot of political influence here, as the most Catholic state in the country. These DINO voters think she's an uppity woman. She's competent, and that's threatening to some. You can disagree with her policies and ideology, but everyone agrees she's a competent technocrat for the most part.

Also, every governor who's been elected in my lifetime has been hated and re-elected, it's just part of our political culture in RI to bash our state government but never try to truly transform it. (See the harsh criticism of Chafee for calling the tree in the state house a "holiday tree" in the 2010's instead of a "christmas tree" despite it being called a holiday tree for years before, and RI being the state that invented and was founded on separation of church and state.)
