Well, this idea is currently going down in flames by a 2-to-1 margin, so it seems very unlikely at this point that I'll bother with an amendment that few seem to want.

Only if it is ultimately up to the regions to determine if they want to have their acting regional senators elected by means of a special election, or appointed by the governor.

Hmm, after seeing the results so far, perhaps it is just that those who support such a thing were more vocal.

I think there are many people, like me, who personally support a special election for a replacement, but don't feel the need to make that the uniform method throughout Atlasia.

Don't get me wrong, Earl.  I support your decision.  I just don't see the need for a constitutional amendment, or any kind of legislative force for deciding the affairs of the regions in this way.

Apparently I can't veto constitutional amendments.  But if I could, I expect I probably would in this case.  But it matters little, because Gabu has said he won't be taking this further.

This is a relatively easy thing to do as it happens.

The present system is wrapped up in Article I, Section 4, Clause 4:

If a vacancy shall occur in a Class A Senate seat, then the Governor of that Region shall appoint a person to fill the remainder of that term.

If one wanted to change it, an Amendment along the following lines would probably do the trick:

1. Article I, Section 4, Clause is repealed.
2. If a vacancy shall occur in a Class A Senate seat, then it shall be filled for the remainder of that term by a person who shall be appointed or elected according to the Laws of the relevant Region.
3. Until such time as a Region has explicitly legislated on this matter, the Governor of the Region shall appoint replacements when such vacancies occur.

Clause 3 is necessary because we will need something in the interim. My only pause for thought is that this is an election to a federal office, but its procedures will be determined by Regional Laws, thus certain rules wrapped up in Article V might not apply to them, specifically the activity requirements and the editting rule. It might be worth explicitly stating that federal activity requirements and the edit rule apply to this election.
