Negative. By deciding what types of activity should be favored, they give government more control of our lives.

Marginal rates should be lowered instead.

They're fine, but I agree that it is generally better to put policy into effect by having higher tax rates and more government programs.

For example, in the olden times, investors in rental real estate recieived large tax breaks, leading to a much higher supply of apartments and cheaper prices for the working class.  In 1986 this was changed, which is fine, but no alternative system of welfare redistribution was instituted, which has resulted in much hardship and a good deal of homelessness.
