     I generally prefer to use last names, as a more respectful form of address. I generally will use first/full names if it is not reasonable to divine the subject from context. In the context of the 2016 election Hillary Clinton would simply be "Clinton", but in a broader discussion of American political history it is necessary to differentiate between her and her husband.
