No; there aren't any constitutional requirements at all. Smiley

Miers, of course, is much more qualified, whatever the criteria may be (whether legal experience, education, or anything else).

Miers is more qualified now, having graduated from Law School and done al that she's done.

I have no doubt that when Emsworth is 60 (or 40 for that matter) he will have surpassed Miers' qualifications.
