opt-out: How does this work? If you move, do you stop getting Social Security benefits?
I assume no one answered this question because their is no answer. Opt out is logistically impossible.

So getting rid of the idea that people "pay in" to Social Security, and instead giving everyone a set amount rather than tied to their contribution over the years? Getting rid of the SS payroll tax and instead leave funding up to the States with assistance of the Federal government?
That would be a huge change in the nature of the program, but on one level I wouldn't be opposed to it. In general I'd rather we had that system if we were going to start from scratch. However the transition would be hard for many people as they had already planned their retirement expecting a certain amount of benefits. Hard to make it work.
