Part of the reason for his success in the early 90s was that he publicly tried to distance himself from his "past" white separatist views and instead advocated for things like welfare and immigration reform. Over time, many, if not most of his policies went on to become mainstream in the Republican Party. At the time, he said that he was a Christian who believed people could move past their mistakes and that he regretted his "past" intolerant views. He definitely did not run on an "evil" platform in 1990 or 1991, even if many were rightfully suspicious of whether he was really a changed man or not.

I disagree with that definition of evil (by that standard, Hitler himself didn't become evil until 1933), but of course Hitler was far worse than Duke, if only because Hitler had opportunities that history denied the other.
