He was visiting NH in September (presumably as part of his "lay the groundwork for 2020" plans), by which time he'd already made it clear that he probably wasn't going to vote for Trump.  Sasse has also made some moves that signal possible interest in 2020.  I would not assume that every Republican not voting for Trump this year assumes it means that they can't run for president in the future.

He's a massive FF, and those Democrats who called him far right from July 2015 until May 2016 should apologize.
