I think Cruz would be a clear underdog in any of these states, but which would be the most likely to go his way?

I'm going to say Virginia, even though I think Cruz would have a hard time winning there. I don't see how on earth he could win Wisconsin. It's a very polarized state, and while he'd do well with conservatives there, he'd have no hope among voters that lean even a tiny bit to the left. Pennsylvania seems like a stretch as well.

There have been recent tied Hillary vs Cruz polls in PA and WI. I don't think anyone's polled VA recently.

Va is the likeliest pickup, but Dems seem to be advantaged even in Va against Cruz or Trump.

Going with Pennsylvania. I think it's pretty clear that any winning GOP ticket is going to have to contest Pennsylvania.

Probably Wisconsin. I can't see Cruz making the inroads in the necessary places in PA/VA to actually swing them, even if he made them close. But I could see him doing so in Wisconsin. I could also see him getting crushed there though.

What IceSpear said. WI is exactly the kind of state where Cruz could do well in if...

...a) he has an excellent ground game and drives up Republican turnout in record setting numbers. WI is the only state you mentioned that has a Republican governor, after all.
...b) everything goes wrong for Democrats in October (not impossible). I'd say that 'Independents' in WI are easier to sway than those in VA in PA.
...c) enough Sanders supporters and minorities in Milwaukee stay home.
...d) her terrible favorability ratings among Whites don't improve.

However, all four things need to happen for Cruz to carry the state. I don't see her losing VA or PA, tbh. I mean, there are probably zero Obama/Cruz voters in VA. If there is one state that could be the Democrats' Waterloo in 2016, it's Wisconsin.
