President LaFollete enjoys a 65% approval rating, universally spoken well of by everyone except for conservatives really. He has an isolationist foreign policy, did not pass the New Deal, and has decreased Government spending, however passed some dam-building projects. He promises the same recovery from the depression that is already happening, and there is now only a 6.8% unemployment rate, which will decrease. Senator Frederick Steiwer is a conservative firebrand who is known to be closer to the democrats. The Democrats have an open race though. It's a brokered convention, Speaker John Nance Garner is running strong, but Former Agriculture Secretary Henry Wallace (under you guessed it LaFollete, (1933-35)) is running hard. Cordell Hull and Paul McNutt see this as their time to shine. Who wins?

How was there such a quick recovery without an increase in government spending?

Well, alot was cut, but the dam project still happened, etc, it's not like the levels of FDR spending but half way,  but none the less LaFollete cut alot of unneeded things
