Wisconsin.  Chicago's great, but Wisconsin is easily better than non-Chicago Illinois.

Both have the same horrible Upper Midwest/Great Lakes climate, so I don't know. I would guess that maybe downstate Illinois has places with a somewhat more tolerable climate, but I don't know for sure.

I like trees, a cooler climate, and the more liberal culture of the North.  

The forest-y part of Wisconsin doesn't start until you get north of Green Bay (lots of farmland in Central WI), by which you could compare how forest-y Illinois is south of Springfield.

Northern Wisconsin and Southern Illinois have shown similar voting trends - formerly Democrat, now voting pretty solidly Republican.

City vs City
Chicago obviously much better than Milwaukee, but Madison, Green Bay, La Crosse, Oshkosh, Superior, Eau Claire, Stevens Point, etc. are better than any of other metros in Illinois.

Obviously Wisconsin!
