Unlike with alcohol, there have been studies that show that 21 is roughly the "tipping point" for whether an individual is likely to begin smoking or not; if you can make it to 21 without smoking, then you have >90% chance of never smoking. A policy that restricts smoking from 18-to-20 year-olds might actually half the national rate of smoking.
