How would you have a redistricting app for a country without legislative districts (Israel)?

Germany, India, Indonesia, the UK, France. In that order.

Either France or South Africa, though I suppose France would be more interesting and exciting. But doing one for RSA would be easier because the data probably isn't impossible to get, while it's pretty impossible to do it in France.

Yeah, definitely India. Though it would depend on how small the voting districts are. Need to keep the modern buildings separate from the slums (which are in many cases right next to each other so probably impossible) and break down not just by religion, but also by caste.

Canada being the obvious answer. I think the UK counts votes in aggregate, doesn't it?

France, because that's the only country with which I would be familiar enough.
