In the short term, yes, Boehner and the House GOP.

In the long term, Obama and the Democrats would be blamed for the ensuing economic issues. Why? Because the 'incumbent party' is always blamed, and people almost always perceive the presidential party as the 'incumbent party'. By late 2014, the details of the fiscal cliff debate will be forgotten, and if the economy is bad Democrats will be hit severely.
