It's worth a try. If it doesn't work, scrap the program in a year. If it does, hooray!

If the goal is just to get them to show up and get them off the streets, yeah, I guess that would work.  Just seems to me that if you have to pay a kid just to get him to show up, next you'll be paying him to do his homework, and paying him to graduate and paying him to look for a job and paying and paying and paying.  Not that we won't be paying and paying and paying for these people forever anyway I suppose.

Maybe the extra money should go to the 14% that already give a sh**t instead of splitting it with the losers that are getting it in this plan?  Maybe towards scholarships?  Free laptops for those that were showing up before the bribe plan?

You are getting something for your effort. Or probably will at some later point in life, at least.

Eh, most of us are well equipped enough to compete in the job market or move onto college already.  But we need that piece of paper...

As to the OP, paying people to do nothing is always a dumb idea.

$10-25 for the whole year?   It will be interesting to see if it has any outsized effects.

I think it's one of those things that would have some downsides to it, but it's hard to identify what exactly those downsides are.  I just voted yes.

Not just no, but hell no. Paying students to go to a place where attendance is already mandatory? Yeah, superb idea.
