From one side, he was a great diplomat and did magnificent job, when Poland was regaining it's independence. He played a very important role in securing a Greater Poland (Wielkopolska) in late 1910s. Later, he was one of the very few European politicians who understood a threat of new world war, even before Hitler came to power. Philosophically, he was a rationalistic, rejecting mindless tradition of Romanticism, that did no good for Polish people.
On the other hand, he was a vicious antisemite and enemy of minorities rights, that horribly influenced thousands of people. Dmowski, personally, never called for physical violence, but that didn't really matter, considering his followers actions.
Thus, despite all of his merits, I can't vote higher than lean HP.
