By the standards of his time and place, he was actually progressive.  A racist progressive, but still a progressive.

One of the reasons he was the Dixiecrat nominee in 1948 was that he wasn't one of the worst of the worst.   (Another was that in those days, being governor of South Carolina meant you had just a little bit more real political power than the Vice President of the United States did.)
