Lean No. Besides the problem of waste, a lot of aid actually destabilizes local economies (e.g. agriculture) due to the sudden influx of cheap/free goods). If we are to have Foreign Aid, it should be focused on economic development and eradication/quarantining of diseases (e.g. AIDS; Malaria).

I'm all for foreign aid and think it's very important (I hate the "Stop spending everywhere else! Spend it all at home!" nonsense). That being said, no, I do not support increasing it.

No, actually. Rumor has it that we are broke, and printing currency at a furious pace the better with which to help conceal  all of that unpleasantness lurking  behind the curtain.

Lean Yes, but not as much now as I would want in the future. Given that we are in a bad recession, we should increase it a little bit.

Right now? No. But I still voted Lean Yes, because foreign aid is an important part of America's role. But it's only a lean because there are many problems that need to be worked out first - managing the money to be sure it's being used properly, going toward productive things (mainly disease, infrastructure, schooling, etc), and where it's coming from. Funds used excessively for defence should be deferred to foreign aid.

national security + market for our goods once they develop = win.

Although foreign aid shouldn't go to countries where the money doesn't get to the people in a productive fashion.

suggestion for an issue:

"Should Prisons be allowed to forcibly segregate prisoners based upon their ethnicity?"  - it's a loaded question since prisons are really microcosms for the worst aspects of society.  Tough to balance equality ideals (what to do with mixed-race types, does it force white tribes, etc.) with safety.

I say drop it from heliocopters, along with little notes that say 'From Obama, with love'.
