Terrible at both, but he had to have a veneer of respectability as President that he didn't as overnor.

Also People's Park wasn't f&*ked with while he was President.

Definitely the governorship. He really knew how to put down Berkeley unrest unlike all our cowards that get elected today, (Trump included).

His presidency, he was way over his head and caused the last 30 years of misery.
