Somewhat more moderate as a Senator than he had been as the Representative of District 7 from 1983 to 1990. When he was in the House, he averaged 9% from Americans for Democratic Action and 88.6% from American Conservative Union. But as a Senator, he averaged 19.6% from ADA and 75.25% from ACU. Perhaps he shifted a little bit to the left as a Senator because he was representing several urban areas, whereas as a Representative, he had a largely conservative, suburban/rural district.
