Hoover, probably? Debilitating recessions tend to limit foreign adventures (and Hoover was legitimately good on moving the US away from intervening in the domestic affairs of Latin American nations).

The only one you can even make an argument for is W because the invasion of Iraq was illegal under international law.

With how the modern Presidency has evolved, it's more of a question of if a President was "less bad" when it comes to wars and conflicts. Of those listed, George W. Bush is an obvious outlier for starting an unprovoked full scale war based on at best faulty intelligence and at worst bold faced lies. Everyone else made sure to limit the duration and/or extent of foreign interventions (GHW Bush in Kuwait and Panama, Clinton in Kosovo, Obama in Libya, Reagan in Grenada).

All have their flaws on foreign policy. Clinton's incapability to deal with Rwanda, Bush fake claim on Iraq developing nuclear arsenal, Obama's incapability to deal with Syria, and Trump's decision to remove troops from Syria and give Turkey free play in genociding the Kurds.

But a war criminal, only Bush is, and he might have had the wrong advice or the wrong cabinet.

One can make good arguments that all of them are.  One can make good arguments that none of them are.  I find it real hard to make arguments that some of them are.  Everyone of them had civilians killed on their orders in situations where they probably didn't need to do it "right now".
