The Catholic festival that is being celebrated in the South one day after the Protestant festival of Reformation Day has been celebrated in the North and the East. There is no German state where both feast days are official holidays. Hesse and Berlin are the only states that don't celebrate either festival.

Yes. It's the day people go to cemeteries to put flowers and pay their respects. Although, in some rural areas of Portugal, people don't commemorate All Saints' Day but commemorate All Souls' Day, November 2nd. Still, All Saints' Day is a nationwide holiday decreed by the government.
