According to Ben Rhodes, Flawless Beautiful Obama's purpose for wanting to have military action against Syria put through a vote in Congress was not to prevent executive overreach or go through the right channels or whatever; it was to "'drive a stake through the heart of neoconservatism.'"  

That Obama guy, how noble he was to rise above politics throughout his term and do what's best for the world!

Oh god forbid he decided to let Congress and the noecons vote down a war on Syria. What a constitutional crisis.

Oh believe me, I’m not a fan of intervention in Syria.

But to take it to Congress under the guise of “doing the right thing” just to attempt to screw over senators who follow an interventionist ideology is incredibly wrong.

Very strong domestically (about as strong as he could be given the obstructionism he faced past his first two years in office), although weighed down by much more dubious foreign policy. Still think he was probably the best president since LBJ (who coincidentally was also very strong domestically but weighed down by dubious foreign policy).

For what it's worth (this may have been brought up frequently in other threads): Obama was ranked the 12th best president of all time in C-SPAN's 2017 historian poll, only behind Reagan (9th) when compared with presidents Nixon and onward. Using this poll, Obama is most commendable for his strength in the categories of "Pursuing Equal Justice for All"  (3rd best when compared with all former presidents), "Moral Authority" (7th), and "Economic Management" (8th), while he is weakest in the categories of "International Relations" (24th) and (unsurprisingly) "Relations with Congress" (39th). I think all of those placements are perfectly reasonable.
