Basically this, but if we're going solely on their tenures as Secretary of Defense I'd rank them like this:

Donald Rumsfeld's first run a Defense Secretary: 1975-1977 (It didn't seem like he did a lot of, if any, damage working in the Ford White House).

Robert McNamara's Run as Defense Secretary: 1961-1968

Donald Rumsfeld's Second run as Defense Secretary: 2001-2006
