It makes everything cost a little more, but it really screws people on American islands (especially Puerto Rico).  It costs twice as much to ship something from the east coast to San Juan as it does to ship something from the east coast to Kingston or Santo Domingo.  It slows cleaning up of oil spills.  It's (oddly...but not really if you have a basic understanding of economics) killed our shipping and ship building industries.

All forms of protectionism are bad, this one is exceptionally bad.
