2-4 are all true, though for 3 it's something that isn't really true anymore (though it was in the 1780s), so I just voted 2 & 4

It progressively became a nation state but it is not and will never be an ethnically based nation state, and in that sense it's a liberal experiment. Both its failures and its successes can be attributed to that.
