Agreed.  Economic improvement only comes from business investment and development, and not by wasted tax-payers money.

The people who need the economic improvement most (poor blacks in the delta) could make the state a swing state and choose not to

Then move to a third-world country, where you can be with these 'great people' you speak so highly of.

We'd hear about cotton based biofuels that lose energy.

If blacks showed up in as disproportionately large rates as North Carolina, only a 2 pt. swing of white voters (14% to 16%) would be required to shift the state.
NC:  27% of electorate is black/21% black overall
MS:  36% black overall/46% possible black electorate
0.46(90%) + 0.54(16%) = 50.04%.

Probably. Swing states have an advantage in that politicians of both parties tend to cater to their needs. So they are more likely to receive attention for their pet projects, and thus their economies are likely to be better.

The same is true of demographic groups. Those that vote heavily for one party or the other simply increase the incentive for BOTH parties to ignore their needs.
