Biden getting in. Hillary is sinking and won't be the nominee. She's in a much worse position now than she was at this point in the 2008 Cycle. The main things Hillary still has going for her are the complete support of the Establishment and continued strong support from minorities. Biden will split both.

It's a bit of a Catch-22. Sanders can win if either Biden and Hillary split the establishment vote, or if Hillary collapses and he's the only one to pick up the support. If Biden runs, he'll pick up the Hillary vote if she collapsed. If Biden doesn't run, Hillary will be able to consolidate support to beat Sanders.

Biden staying out.

Sanders best chance at the nomination is if Clinton completely collapses due to this scandal.  If Biden isn't in the race, then Sanders might have a clear road to the nomination if Clinton's campaign implodes.  However, with Biden in the race, he'd have a well liked establishment backed competitor even if Clinton becomes non-viable.

Suppose the opposite happens.  Biden goes in but Clinton remains viable, this doesn't really help Sanders that much.  Yeah he might win some primaries due to vote splitting but A) delegates are allocated proportionally in most states, so Sanders won't actually gain any delegates from vote splitting, and B) it won't take too long for either Clinton or Biden to drop out.

Biden getting in would give Sanders a better chance because Biden can more easily break up Hillary's lock on the black and Hispanic vote. If blacks and Hispanics unite behind Clinton, it's hard to see how Sanders could stop her.
