Since the sanctions were established by congressional action, it will take congressional action to end them. So the Corker deal might well, by giving the President this authority and saying that any deal requires a veto-proof majority to scuttle, strengthen the prospect of a deal being approved - so long as the foreclosing of more immediate sanctions relief isn't a hindrance to Iran's cooperation.
